Now that's just going above and beyond. Probably the work of a parent who needed to go shopping but didn't want to drag the kids through the mall. So they got out some chalk and said, "Let's see who can make the prettiest arrow by the time I get back." I'll assume the parent handled the "ASSHOLE PARKING" part because we're talking about a responsible guardian here, one who wanted to savor that satisfaction all to him or herself.
