To be fair, the city uses those fines to pay for more cops in rich neighborhoods.
A cop friend of mine and a prostitute friend of mine once told me that you don't end prositution by arresting prostitutes, you do it by arresting Johns. Now that I'm out of jail from that sting operation, I think the cops have figured out that the same thing applies to panhandling. There's no point in arresting homeless people; it only makes them more broke, which makes them panhandle more. But, if you beat the human decency out of the rest of the population, then you cut homeless people off from their addiction: money for drugs (and occasionally food).
